The internet is simply revolutionizing how people do business around the world, and also how consumers can earn income from the comfort of their own home. The internet's most powerful search engines, such as Google/Yahoo/MSN, offer great opportunities to people that own a website to let advertisers posts generic ads that relate to what your site offers.
Google - In the beginning, Google accepted anybody, initially allowing them to expand at a fast rate. However, now they have to eradicate the non-performers. They're VERY vague when it comes to terminating publishers, because it's pretty obvious that the real reason is non-performance. Google AdSense has gotten much harder to be in. They can afford to be, they literally own the market.
Yahoo - When Yahoo came along, they were somewhat more restrictive in who they would accept. Now they are FAR more restrictive. They have not been able to attract enough advertisers, so that they can serve targeted ads. Their CTR remains abysmal, and hence payout. Initially, they paid very well, in an attempt to buy market share. But this could not overcome their lack of advertisers.
MSN - Microsoft is rather restrictive, out of the gate. The secret to their future success, is getting tons of advertisers fast, so that they can serve targeted ads. This will be much easier to do, if they limit the publishers they accept to "top quality". That's what the advertisers want to see, in order to sign up. However, Microsoft's biggest problem is their lack of search share. The searches they get and the traffic they send is a tiny fraction of Google's volume - about 1/25 in my case. "Google Images" ALONE sends me 3 times the total traffic I get from Microsoft.
